Washington DC Deregulation

The District of Columbia opened for competition for all customers effective January 1, 2001. Commercial and industrial customers will have their electricity supply rates fixed through February 2005 if they stay with their utility – the only one in the area, PEPCO – or they can choose to switch to an electricity retailer. After February 2005, the market will be open to competitive pricing for all electricity retailers as well as PEPCO. PEPCO is also the sole default local distribution company.

Market Structure

Based on the Public Utility Commission's Order, PEPCO's distribution rates will be capped at the February 7, 2005 levels for 30 months from February 8, 2005 through August 7, 2007 for customers that receive a residential discount and through August 31, 2009 for those that don not receive the discount. In December 2003, the Commission adopted wholesale Standard Offer Service rules and regulations.
