Texas Deregulation

Texas electric market introduced retail competition in January 1, 2002 through the Texas Electric Choice Act. Texas customers will benefit from competition by receiving lower prices, better costumer service, and innovative products. Certified Retail Electric Providers (REP) like Liberty Power sell electricity to you and provide functions such as customer service and billing.

Market Structure

Texas' regulations allow residential and small commercial customers to receive the "Price to Beat" from their utility company, a 6% rate reduction from the prices that were in effect January 1, 1999. Utility prices are literally the "Price to Beat" because new retail electricity providers are allowed to offer prices below them while Utilities are held to the Price to Beat – a regulatory incentive to attract competition. The Price to Beat lasts until January 1, 2007.

Electric competition is not available everywhere in Texas, however, until adequate infrastructure is developed. Customers of El Paso Electric, Entergy Gulf States Inc., Mutual Energy-Southwestern Electric Power Company and Xcel Energy will be able to choose a REP later.

Liberty Power is certified by the Public Utility Commission of Texas and ERCOT, and has supplied electricity since 2001 to small and mid-sized businesses, national accounts, and government & institutional entities in the service territories of:

  • TXU Electric Delivery Company
  • AEP-WTU
  • AEP-CP&L
  • TXU-SESCO
  • Centerpoint
